The Department of Cultural Affairs was established in 1995. The Mission Statement of the department declares its intention.

“To utilize culture as a vehicle for generating awareness of the social, economic and natural environment through protection, enhancement, preservation and conservation and to facilitate interaction towards achieving sustainability.”

The new Ministry saw the need to create an administrative policy, which would act as the impetus for reviving the waning sense of national pride and cultural awareness, and to credit culture in its broadest sense with its rightful importance in the total development of the nation.

This led to the process of developing a national cultural policy in February 1996. A one-week attachment in Barbados followed when the Director of Culture and the Projects Officer undertook a programme with a view to observing and evaluating programmes and policies, which could inform the process of developing a cultural policy for St. Kitts and Nevis.

Upon their return to the federation they undertook to organize a workshop for the development of a national cultural policy in which cultural workers, activists and artists representing a wide spectrum of cultural life, undertook to examine cultural development of the nation cultural resources, impediments to overcome and strategies to be adopted in achieving that vision.
